Assessment of the Rwanda Microfinance Sector Performance

Access to Finance Rwanda (AFR) is a Rwandan investment company established in 2010 by the UK government, the Ministry of Finance and Economic Planning and the National Bank of Rwanda. AFR is funded by DFID, the World Bank and KfW Development Bank and operates as an independent company under the supervision of professional trustees and KPMG East Africa, with strategic policy guidance from the Access to Finance Rwanda Investment Committee (AFRIC).

The overall objective of the proposed assessment is to analyse available information in order to fully understand and explain the underlying reasons for the apparent microfinance market stress in Rwanda and to provide recommendations for a roadmap that outlines specific steps to be taken by the different stakeholders including providers of microfinance services (banks, MFIs and SACCOs), Government of Rwanda, regulators (BNR & RCA), NGOs and development partners.
